How to Create Public Links?

Similarly to dropbox or sugarsync, I would like to create public links for the content on my everything server. Is this possible?

To be clear, my everything server is password protected, but I want to be able to send people links to files without giving them the username or password and without giving them access to anything besides the specific file I want them to have. This could be done by right clicking the file and going to "Create public link."

I'd like to be able to send people links to files on my server without giving them user/pass and without giving them access to my whole server. Public links would allow this. Online storage sites like dropbox and sugarsync have this feature as examples.
