"/encrypt" in pdf files

many pdfs i receive from government agencies are protected against editing with an "/encrypt" parameter in the file; for normal viewing a password is not required, however the everything program does not find content in the file. if i view then print the file to pdf, all ok, the content is found in the new pdf. i have around 1k such files. so to be able to rely on everything to find all content, i would have to go thru that process of making a 2nd copy of all those files. is there any other way? a similar but much larger problem involves "/FlateDecode", which i also seek a solution for; i currently use http://ftp.adobe.com/pub/adobe/acrobat/ ... 4Setup.msi
