Is there a setting withing the Gif file itself, telling the viewer what rate (speed) to display its pics,
or
the Gif just icnluding pics without Rate info (for all gifs there is the same rate), and only the Viewer is controling the Rate?

Each frame in a GIF has a specific delay before showing the next frame. The delay is specified in hundredths of a second. This information is stored in the GIF.
